A blacklisted phone has been reported stolen or flagged for unpaid plan debt and added to the AMTA Device Register. Blacklisted phones won’t work on any Australian carrier network regardless of which SIM is inserted.

A network unlock does not remove a phone from the blacklist — these are separate systems. An IMEI unlock removes the carrier lock; the AMTA blacklist is a separate registry that blocks network access entirely. Before buying a second-hand phone, check its IMEI against the AMTA blacklist register. If a phone is blacklisted, unlocking it will not restore network functionality on Australian carriers.
